Government House, Hong Kong, May 24th, 1843.
I have the honor to return the Estimates and Letter which accompanied your Lordship's letter of Yesterday's date, and on perusing the Estimates I beg to decline giving any opinion.
When they are signed as approved by your Lordship, they will be paid.
The circumstance of the non-payment of the Bill to which your letter alludes, occurred under a misconception of my wishes and orders.
